The new rules also implement a timeline extension for Micro and Small Enterprises (MSE) to obtain halal certification until 2026, revoking the previous Government Regulation No. 39 of 2021 (GR 39/2021). The timeline change is due to MSME’s lack of readiness to comply with earlier regulations.

GR 42/2024 also regulates the Halal validity adjustment period and new Halal obligations for businesses, halal inspection agencies, auditors, and other relevant parties. These changes simplify business processes while reinforcing consumer trust, reflecting Indonesia’s broader goals as the leading global halal market.

Updated deadline for Halal certification process

One of the most significant updates in Indonesia’s halal certification regulations is the establishment of new deadlines. The Indonesian government has set a deadline for Halal certification. All food and beverage products, ingredients, and services related to slaughter must be certified by October 17, 2024.

Under the new GR 42/2024, the latest deadlines for obtaining a halal certificate are as follows:

Mandatory products for Halal certification

Under the revised regulations, specific product categories must undergo halal certification to ensure compliance with Indonesia’s Halal Product Assurance Law. The scope has been broadened to cover a wide range of goods and services, including:

1. Food and Beverages

All consumable products, whether processed or raw, must be certified halal. This includes snacks, packaged meals, dairy products, and beverages.

2. Cosmetics and Personal Care

Items like makeup, skincare products, perfumes, and toiletries must also meet halal requirements.

3. Pharmaceuticals

Medicines, supplements, and traditional remedies are included to be Halal certified, focusing on ingredients and production methods.

4. Household and Consumer Goods

Cleaning agents, detergents, and home-use chemicals with animal-derived ingredients are mandatory to comply with halal standards.

5. Services Related to Halal Products

Businesses offering services connected to halal goods’ production, packaging, or distribution must also ensure certification.

New timeline for Halal certification period and renewal

Under GR 39/2021, the Indonesian government has previously determined that all Halal-certified products issued by the Indonesia Halal Product Assurance Organizing Body (BPJPH) will be valid for 4 years, with renewal applications mandated at least 3 months before the expiration date.

However, the newly updated regulations have granted permanent validity for all Halal-certified products, provided no changes in the material or the Halal product process (PPH). Halal certification renewal is not required unless there are alterations in the material composition, PPH, or product development.

Halal certification guidelines for Indonesian businesses

The 2025 update to Indonesia’s halal certification regulations introduces additional requirements for businesses that have obtained certification to ensure compliance, aiming at creating a more transparent and standardized certification process, including:

  • Ensure certified products prominently display the halal label
  • Preserve the halal integrity of products that have obtained certification.
  • Keep halal and non-halal processes separate in terms of locations, facilities, and equipment.
  • Update and renew the certification whenever modifications to the composition of ingredients or the PPH are made.
  • Notify BPJPH of any changes in the composition of ingredients or the PPH.

Businesses must implement and maintain a Halal Assurance System to ensure consistent compliance by obtaining a Product Halal Consistency Certificate. This certification will be issued by the Halal Product Assurance System (SJPH) through a series of evaluations conducted every four years.

Non-compliance with the obligations or the revised provisions under GR 42/2024 may result in administrative actions, including official warnings, monetary penalties, cancellation of the halal certificate, or the withdrawal of products from the market.
